Dong Nai Enterprises Ramp Up Production for the Year-End Season

After more than three months of temporary shutdowns and reduced capacity, over 1,500 businesses out of the more than 1,700 companies operating in Dong Nai’s industrial parks have now resumed production. Most enterprises are accelerating manufacturing efforts to catch up on delayed orders while also taking on new contracts in preparation for the year-end season.

As Dong Nai Province implemented policies to ease social distancing measures and gradually transition back to the “new normal,” many local enterprises rapidly restored their production and business operations. According to a report from the Dong Nai Industrial Park Authority, as of October 21, more than 1,500 companies within the province’s industrial parks had resumed operations, bringing back over 70% of the workforce. The number of businesses and employees registering to return to work has continued to increase each day.

Mr. Le Van Danh, Deputy Head in charge of the Dong Nai Industrial Park Authority, noted that the COVID-19 pandemic caused many enterprises in Dong Nai to lose orders for the year-end production season. However, a positive sign has emerged since late September 2021, as companies have steadily registered to restart operations and recruit additional labor to resume manufacturing.

At present, businesses are making strong efforts to mobilize sufficient manpower and secure raw materials to fulfill overdue orders, while actively seeking new partners and accepting contracts for early 2022. At the same time, they continue to maintain strict COVID-19 prevention and control measures to ensure safe and stable production.


In the third quarter of 2021, the COVID-19 pandemic caused many businesses in Dong Nai to lose approximately 15–25% of their orders for the year-end production season. However, resuming operations during this period has enabled companies to retain a significant portion of their contracts and has reassured partners by reducing concerns over supply chain disruptions.

Ms. Lin Yu Chi, Deputy General Director of Great Kingdom Giang Dien Co., Ltd., shared that during the social distancing period, the company was only able to maintain production with one-third of its workforce.

Therefore, after the Dong Nai Provincial People’s Committee issued Directive 19, outlining a gradual return to the “new normal,” the company quickly registered to recruit additional workers and scale up production. Currently, around 90% of Great Kingdom’s employees have returned to work, creating favorable conditions for the business to accelerate manufacturing output.

According to Mr. Wu Minh Ying, Chairman of the Taiwan Business Association in Dong Nai, the pandemic forced many Taiwanese enterprises in the province to temporarily suspend operations or run at minimal capacity. Once the province reopened, numerous companies promptly registered to increase labor and expand capacity in order to fulfill signed orders.

Many large enterprises, supported by long-established reputations, not only maintained their year-end production orders but also secured additional contracts for 2022. A key concern among association members is continued provincial support in resolving challenges related to transporting workers back from other provinces, ensuring safe logistics flows, and effectively controlling the outbreak.


Dong Nai Province has achieved widespread COVID-19 vaccination coverage for the majority of residents aged 18 and above. The province is currently prioritizing vaccine supply to accelerate second-dose administration for the workforce, aiming to achieve community immunity as soon as possible. This will help ensure that production recovery can proceed safely and sustainably.

The provincial government has also instructed local authorities to update and assess risk levels down to each hamlet and residential area. In addition, departments and agencies have been directed to develop support plans to help businesses welcome workers returning from other provinces to Dong Nai, while providing further assistance to employees living in rented housing areas.

Representatives from the Dong Nai Industrial Park Authority forecast that in the fourth quarter of 2021, businesses will continue to regain export contracts and product consumption, contributing to the achievement of the province’s socio-economic development targets as outlined by the Dong Nai Provincial People’s Committee.

With reopening policies and a range of proactive support measures, it is believed that production and business activities across Dong Nai Province will soon be fully restored and continue to grow sustainably.
