Recognizing and investing in high-quality human capital

In response to the impact of the Fourth Industrial Revolution (Industry 4.0), many businesses across the province have been introducing automated production lines to enhance and modernize their manufacturing processes.
To ensure automated production lines operate smoothly and efficiently, enterprises must have a highly skilled technical workforce with strong qualifications and expertise, capable of adapting to ongoing changes.
A Valuable Asset to Businesses
Mr. Lương Ngọc Hồi, Deputy General Director and Chairman of the grassroots Trade Union of Great Kingdom International Corporation Biên Hòa (located in Biên Hòa 1 Industrial Park, Biên Hòa City), shared that the company currently employs more than 2,000 workers, including over 200 technical staff.
Although this group represents a smaller portion of the workforce, it plays a vital role in the company’s development. Beyond directly participating in production, highly qualified technical workers are also key contributors to innovations and improvements that help the company reduce material waste, save labor costs, increase productivity, and enhance the working environment for employees.
A notable example is Mr. Võ Văn Hưng (holding an intermediate qualification in electrical engineering), who currently serves as Head of the Mechanical and Electrical Maintenance Department. During his time at the company, Mr. Hưng has successfully improved screw-insertion drilling machines and product drilling equipment, generating annual savings of approximately 1.5 billion VND for the business.
Competitive Benefits to Retain Talent
Attracting skilled technical professionals is challenging—but retaining top talent and inspiring long-term commitment is even more essential.
Many high-quality technical workers also receive special incentive allowances, including a talent attraction bonus of 1 million VND per month, talent development support of 2 million VND per month, a foreign language allowance of 400,000 VND per month, a technical allowance of 200,000 VND per month, as well as additional support for transportation, commuting, and housing costs amounting to 260,000 VND per month.
According to Mr. Tăng Quốc Lập, Vice Chairman of the Provincial Federation of Labor, the Resolution of the 10th Provincial Trade Union Congress identified two key priorities for the Trade Union organization: improving workers’ political and social awareness, and enhancing their professional knowledge and technical expertise.
Recently, the Provincial Federation of Labor has coordinated with specialized agencies to organize intermediate-level training programs in political theory and public administration for Trade Union officials at all levels. At the same time, it has worked with the Department of Labor, Invalids and Social Affairs to expand both the scale and quality of operations at the Economic and Technical Intermediate School No. 2 (Tam Hiệp Ward, Biên Hòa City), while collaborating with enterprises to implement demand-based training programs through vocational institutions across the province.
In addition, further efforts will be made to provide supplementary education for union members and workers who have not yet completed upper secondary school.
In recent years, technical workforce training has remained a key component of Đồng Nai Province’s overall human resource development strategy and has received significant attention from provincial leadership. The province has directly placed training orders with vocational institutions in the area, such as Lilama 2 International College of Technology (Long Thành District) and Đồng Nai Technical College, to develop a highly skilled workforce with strong technical capabilities and foreign language proficiency to meet job demands — and even to support labor export opportunities to developed countries.
Mr. Nguyễn Khánh Cường, Principal of Lilama 2 International College of Technology, stated that with the support and cooperation of international vocational training organizations and local enterprises, the school is working hard to equip students with the essential knowledge and skills needed to be job-ready immediately after graduation.
Most graduates of the school secure stable employment with relatively high salaries and are highly regarded by businesses.
